Summary

Standalone 仓库可读性优化（学习后评审产出，3 项）：

  1. delink-core.ts --strip 模式：492 处 [org-internal #NNNN] 冗长注记收敛为溯源短注 [TT-NNNN]（幂等，--check 门不变）
  2. Tier-2 悬空引用中性化：14 处指向实例内 wiki 的 "Tier-2 reference page" 改为 "instance detail page" 表述，standalone 仓库不再有不可导航引用
  3. 巨型技能拆分（headless-session-ops 的 reference/ 模式）：
    • verify/SKILL.md 1399→751 行：DAG branch(177行)→reference/dag-branch.md；Phase 5.5–5.6 filing(491行)→reference/issue-filing.md
    • review-code/SKILL.md 1064→838 行：Phase C+D revision loop(236行)→reference/revision-loop.md
  4. guards 运行时中立：import.meta.dir 双运行时兼容（bun | node≥20.9 --experimental-strip-types），本仓 README 声明的 "bun + node stdlib only" 名副其实

全部 4 个 guards 本地通过（cohesion 0 violations / p1 0 hits / encoding 0 violations / delink --check ok）。
